Xbox help? pleaaaaaaaaase?

i have the family pack and i am the primary member. i want to change someone else's gamertag but it says i can only add points if i'm on my account, but if i add points they'll only go to my account, and i need them on someone else's. how do i add points under my brother's account so i can change his gamertag?
