Hiring people who can't speak English?

That sound's pretty dangerous to me - if the store needed to be evacuated (e.g. warehouse fire) then this person could be at risk. If he cannot speak English - he may be an illegal immigrant. Sounds to me as if the store could be putting itself at risk of being prosecuted under our laws governing employment, immigration and/or health and safety.
