Why is my vagina so Itchy ?

I am 17 years old & I am sexually active, my vagina really really itches. i don't have an infection. My primary doctor did a test and came out negative but my vagina is so itchy inside and it feels sore, and swollen. it also hurts when i am sexually active. it really burns and bothers me ! Help Please !!
